Organisational coherence means the parts of an organisation work together well enough for it to act as a whole.

Purpose, strategy, capabilities, everyday work, information, decisions and measures do not need to be identical or centrally controlled. They do need to connect clearly, avoid working at cross-purposes and allow different parts of the organisation to contribute to a shared direction.

When coherence is weak, people face conflicting priorities, duplicated effort and decisions that make sense locally but damage the wider organisation. Coherence preserves local judgement while keeping its consequences connected to the whole.
