Data quality is whether data is sufficiently accurate, complete, consistent and current for its intended use. Information quality is whether that data is given enough meaning, context, relevance and explanation to support sound judgement.
Good data can still produce poor information. Different definitions, missing context, selective presentation or an unsuitable format can make technically correct data misleading or useless.
Quality does not require perfect data. It requires information that is fit for the decision, its limitations are visible, and people can trace where it came from and how it was interpreted.
