Organisational capability is often treated as a relatively stable asset: people are employed, systems exist, processes are documented, and therefore capability is assumed to remain available.

In practice, capability depends on people having sufficient cognitive, emotional, and social resources to exercise judgement, notice change, share knowledge, learn, collaborate, and respond effectively.

Conservation of Resources (CoR) theory provides a useful explanation of how these resources can progressively diminish under sustained pressure.

Conservation of Resources

Conservation of Resources theory proposes that people seek to acquire, protect and replenish resources they value, and experience stress when those resources are threatened, lost or cannot be restored.

Resources include more than money or physical assets. They may include:

  • time,
  • attention,
  • cognitive capacity,
  • emotional energy,
  • knowledge,
  • autonomy,
  • confidence,
  • trusted relationships,
  • social support,
  • and access to useful systems and information.

These resources are interdependent. People require resources not only to perform work, but also to protect and replenish other resources.

This creates the possibility of reinforcing patterns of resource loss.

From resource pressure to capability erosion

Sustained organisational demands consume resources required for both immediate performance and longer-term learning.

As those resources become depleted, people increasingly concentrate what remains on immediate tasks. Attention narrows. Reflection declines. Discretionary contribution becomes harder to sustain.

People may stop raising concerns, sharing tacit knowledge, helping colleagues, questioning assumptions or exploring better ways of working—not necessarily because they no longer care, but because those activities consume resources they no longer have available.

This creates a wider reinforcing cycle:

The cycle shows how adverse learning conditions can progressively reduce the human and social capital base on which organisational capability depends.

Low psychological safety, low trust, reduced resources and fragile systems impair capability learning. Tacit and explicit knowledge diminish. Capability health declines. The remaining human and social capital base is weakened further, creating increasingly adverse conditions for learning.

The organisation can therefore enter a self-reinforcing downward trajectory.

Capability erosion may occur without any deliberate decision to remove capability.

People remain employed. Systems remain operational. Processes remain documented. Yet the resources required to make those things effective are progressively diminished.

The distinction between formal capability and usable capability is therefore important.

An organisation may appear structurally intact while its capacity to notice, learn, judge and adapt has materially deteriorated.

Organisational Awareness is part of the mechanism

Resource depletion does not affect only individual wellbeing.

It affects what the organisation is capable of knowing.

Organisational Awareness depends upon people having sufficient attention and discretionary capacity to notice weak signals, question inconsistencies, communicate experience, challenge assumptions and interpret consequences.

When resource pressure narrows attention towards immediate demands, these activities are among the first to weaken.

The organisation consequently receives a progressively poorer representation of its own operating reality.

Poorer organisational awareness then increases the likelihood of inappropriate decisions and interventions, creating additional demands and accelerating the depletion cycle.

Tacit knowledge and discretionary contribution

Much valuable organisational knowledge cannot simply be extracted through formal systems.

People decide whether to contribute experience, contextual understanding, dissent, judgement and field observations.

That contribution consumes resources.

When people are overloaded, exhausted, unsupported or convinced that speaking up will achieve little, conserving those resources can become rational.

This provides one pathway from resource depletion to Tacit Withdrawal.

The individual conserves scarce resources.

The organisation loses access to knowledge.

Its adaptive capacity declines.

Capability can also regenerate

The same recursive logic can operate in the opposite direction.

Supportive conditions can protect and replenish the resources people need to learn, contribute and adapt.

Trusted relationships, useful knowledge, appropriate autonomy, psychological safety, good systems, opportunities for reflection and sufficient recovery can increase rather than consume available capacity.

The improvement cycle begins with a stronger human and social capital base.

Supportive learning conditions enable ongoing capability learning. Tacit and explicit knowledge expand. Capability health improves. Stronger capability further increases the human and social capital available to support learning and adaptation.

This is more than recovery from depletion.

It is capability regeneration.

The organisation creates conditions through which resources, knowledge and adaptive capacity can progressively strengthen one another.

Conservation, recovery and regeneration

These ideas help distinguish three different responses to resource pressure.

  • Conservation seeks to prevent unnecessary resource loss.
  • Recovery restores resources that have already been depleted.
  • Regeneration creates conditions through which capability and resources can grow through use, learning and renewal.

This distinction matters because merely reducing harm does not necessarily restore lost capacity.

An organisation may stop exhausting people without rebuilding trust.

It may reduce workload without restoring knowledge that has disappeared.

It may stabilise systems without rebuilding the social relationships required for effective learning.

Regeneration therefore asks a deeper question:

Are the conditions under which people work progressively consuming or strengthening their capacity to adapt, learn and contribute?

The leadership choice

Capability erosion and capability regeneration are rarely the result of a single intervention.

They emerge from repeated choices about workload, time, attention, learning, trust, psychological safety, systems, knowledge, governance and the treatment of people as sources of judgement rather than merely units of production.

Leaders may therefore create conditions that produce either a downward or upward reinforcing cycle.

The organisation can progressively consume the human and social resources upon which its capability depends.

Or it can create conditions through which those resources are protected, replenished and enlarged.

Capability is not simply possessed. It is continually enacted, depleted, renewed or regenerated.
