It does not try to predict which future will occur. Instead, people examine important uncertainties, develop contrasting accounts of how conditions might unfold and test whether current assumptions, plans and capabilities would still hold.
Useful scenarios reveal vulnerabilities, opportunities and choices that may otherwise remain hidden. They also help people recognise early signs that conditions are moving in a particular direction and decide what should be prepared, changed or protected now.
